We’re all certifiable just not certified

Zoback has a great scoop over at the Daily Worcesteria blog regarding another uncertified member of the Worcester Schools employee pool; this one just happens to be the Superintendent:

Loughlin wasn’t out of line for taking an interim post without a current license. According to JC Considine, the External Relations Coordinator for the MA Department of Elementary and Secondary Education, “a school district may appoint as an acting superintendent an individual who is not licensed as a superintendent, provided that the appointment is temporary, e.g., less than one school year.”

But questions have arisen over Loughlin’s claims that she was once certified as a superintendent. On her resume, Dr. Loughlin lists “superintendent” under a heading that reads “Massachusetts Certifications – 1999.” Also listed are Administrator Special Education, Supervisor/Director, School Psychologist, Elementary Principal, Guidance Director, Guidance Counselor, and Elementary Teacher.

But according to state officials, not only is Loughlin not currently licensed, she has never been licensed as a superintendent.

“She has never held a license as a Superintendent,” writes Considine in an email. “She does have a supervisor/director license that was due for renewal back in 2004.” Supervisor/director licenses are generally for administrators overseeing departments or programs.

It may prove less time consuming to identify who actually is qualified for their job in the WPS as opposed to who isn’t.

Here in the private sector we tend to get shit canned for such things.
Hopefully my boss doesn’t look into the trip to Mars in a home built space ship I put on my resume.

Don’t wonder the answer is 3% of the teachers in the WPS are working on waivers, the State average is 5%. A lot of times a teacher is certified to teach elementary school math and gets a waiver to teach high school math as far as I know you would only have to pass an MTEL test for high school math to become certified a one day test. Teaching is a vocation and most teachers can teach at every level teaching n education is their calling I sure Mrs.Loughlin would only have to take a test to renew her or attain a Superintendents license she has a very impressive resume just like Donna Byrnes! This story has nothing to do with Quality Education or teachers it’s all about POLITICS, MONEY n POWER the Council wants in on the School Side I think they Blew it!

Extrapolating on the concept of licensing & certifications for public school jobs.
Shouldn’t it be high time that a city/state governments require licensing and/or certification as well as public management experience in order to hold a position on a school committee or in public administration? In Europe, it’s mandatory. So why not here? I wonder what they know that we don’t.
It would put the brakes on nepotism and keep unqualified persons out of the system.
Only the best for our kids eh?

Lying? Teaching on a waiver does not mean you are unqualified it means you have a little time to fulfill certain requirements as provided by state law , there is no nepotism problem in the WPS that’s some Konnie Lukes talking points spin. Besides perfection is 100% plus or minus 3% and WPS has 3% of the staff on waivers 97% in compliance tells me that Stacey Luster is doing a GREAT remarkable job as Human Resource Director and is owed an apology from Sutner,Lukes,O’Connell, Monfredo and Bogigian! This was the worst kind of junk journalism and grandstanding for political gain that I’ve seen in a while in Worcester. The SKUNKS(city council) already grabbed over one million out of the title one school budget for city side jobs you don’t hear anyone but Clive McFarland n Jack Foley talking about it, they shut down the pools in the title one Districts and are neglecting parks and playgrounds in the same neighborhoods not a word from the City insiders and leaders on the council and in the local media, if you think for one minute that anyone bashing the schools or pushing this PHONY unqualified teacher story cares about Worcester KIDS education you’re are really not paying attention!

Gordon, follow along. On Loughlins resume she listed “superintendent” as one of her Massachusetts Certifications, the DOE says she never had such a certification. Please tell me how you would like to describe such a fabrication?

Gordon, if you feel the WPS as a department is in anyway involved in the business of education it is only you and your fellow cheerleaders who are not paying attention. We have oodles of amazing teachers in our midst, unfortunately they’re not allowed to practice their craft in this city without the administration running interference on all levels. From teaching strictly for MCASS performance to curriculum directors chasing grant money for the sake of grant money, our kids are getting royally screwed and are in no meaningful way being prepared for a meaningful existence in the private sector. As a parent and tax payer, please excuse me for finding that troublesome.

How many kids do you have in the WPS? I have 3 kids that have graduated WPS in the last 4 years 1 just received her masters in education and IS certified in high school history n math well prepared for a meaningful existence in the private or public sector 2 go to Middlebury College one a junior and a major in English who is already writing and published for $$$ and hosting a radio talk show in Vermont and the other one a freshman is a walk on to the varsity basketball team and on her way to med school to become a MD well on their way to a meaningful existences and I have 7 who are currently in the WPS from grades 2-11 ALL honor students! I give all the credit for my kids success to Goddard School of Science n Technology a school that the Worcester incrowd has labeled as failed and a place to keep your kids away from a school that has just had 1.4 million dollars ripped off by the City Council I guess because “they can”! As a parent n a taxpayer I find YOUR comments Brendan VERY troubling and typical west Worcester incrowd speak!

exactly..this means be more specific as to what you find troubling about BuckPaxton’s post…..the froth from yer mouth El Gordo dribbled all the way down to Chandler for cripe sakes??

If in fact your children have excelled as you state..congrats and all I can say is that this most likley flowed from the top..this is a plug for you El Gordo..but this is not the norm for our mutual hood El Gordo!

My Kids are not the only ones who make to college or make in life that have graduated from WPS there are many! The Donna Byrnes story is BS and the charge that the WPS is full of unqualified teachers and administrators is false!

again.. kudos to you and your children for their accomplishments but I am glad that you have little control ovah more of this being uncovered.

I have friends on the Somerville, Harwich & Barnstable Boards of Aldermen/Selectmen and all have said that having unqualified folks as special ed teachers is not the norm….nor is having unqualified teachers period the norm.

I welcome this scutiny as a taxpayer..I hope you are right El Gordo but if not a new day is dawning in WooTown

watched Central Mass Chronicles last night…moderator referred to the recent Byrnes affair as a scandal and it was almost unanimous that the Worcester schools other than a few high performers were all under performers…

more and more folks are starting to state on the record how are school system is really performing…I am not ready to throw it completely under the bus but it is evident that WooTown can not continue to invite/be so attractive to every impoverished person and those that just like being taken care of and survive….there is no plan or money available to continue having all of the schools being filled with kids that do not want to learn & are not getting the support at home needed to excel…..John Monfredo’s mantra “for the kid’s” has gotten old…WooTown needs to level the field and this should be the sole plan..

One new panelist stated it perfect..we continue on the path we are on and WooTown will only have elderly and poor as it’s residents and most agreed!

It is sooo wrong for the City side to charge the School side for work they don’t do! The Manager and Council look like bullies that shake down School kids for their lunch money especially when the City is 12 million dollars under the 2 1/2 cap!

I hope so!

Hahah…a little ol’ test that certifies you to be a Superintendent!

Anyone that needs to know why Massachusetts keeps electing severely incapable people to high positions….ask the dude who put three kids through public school and thinks that it’s ok to lie about your credentials so as long as you are voting for the people who got you the job the next time their term comes up.

I told ya so! The City Council wants to take over the School Dept. and that big pile of money that inner city kids get from the state and feds! Of course Lukes has a disdain for kids from the lower economic class and will make sure the money goes to charter and west side slackers!
